A tropical cyclone off Florida is a hurricane. The same storm system, if it formed near the Philippines, would be a typhoon. Near Bangladesh, it's a cyclone. How Tropical Cyclones Form

All tropical cyclones require the same ingredients: warm ocean water (at least 26–27°C to significant depth), low vertical wind shear (winds at different altitudes not too different in speed or direction), and an initial disturbance to organise the convection. Warm water evaporates into the atmosphere, releasing latent heat as it condenses into clouds and rain. This heat drives powerful updrafts that draw in more warm, moist air from the surface — creating a feedback loop of intensification.
